19, 2024, it shows a group of female Israeli soldiers taking a selfie in front
of the macabre rubble of a pulverized neighborhood in the Gaza Strip</span><span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;"><span lang="EN-US" style="mso-ansi-language: EN-US;">On his Instagram page, the
photographer didn't specify the exact location of the shot. But thanks to his </span><span lang="EN-US" style="mso-ansi-language: EN-US; mso-bidi-language: AR-LB;">“neutral” </span><span lang="EN-US" style="mso-ansi-language: EN-US;">presentation of this extraordinarily
violent image, we know it came from northern Gaza. He hashtagged it, used
Israeli military terminology, referred to the "gendered" identity of
military personnel, and, of course, specified his camera type, lens size, and
sensitivity level</span><span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;"><span lang="EN-US" style="mso-ansi-language: EN-US;">The absence of a location on this
photo, and on another equally gruesome series that followed in the same
photographer's album, is likely related to Israeli army censorship orders. It
may also be due to negligence on his part. Finally, it may be that the scale of
destruction in Gaza is such that taking a selfie in front of the ruins of its
cities and refugee camps has the same connotation and meaning: "We
photograph and smile for the lens, revealing what we have done to the places
and houses. All that remains are the ghosts of those who disappeared after a

displaced to tents in Rafah or killed, including perhaps those still buried

they symbolize are the main reason for the soldiers' decision to stop and take
a selfie, and for the photographer's decision to immortalize the moment</span><span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;"><span lang="EN-US" style="mso-ansi-language: EN-US;">In other words, in reverse order,
there's the photographer of the whole scene, the soldiers taking selfies, and
then the background, with the ruins serving as a frame for both. A setting
stripped of the people who have been eliminated by execution or forced displacement</span><span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;"><span lang="EN-US" style="mso-ansi-language: EN-US;">It is likely that neither the
soldiers nor their photographer, who allowed us to discover the
"private" selfie, were aware that it is to destruction that we are
referred as witnesses of this photo-document, which immediately raises
questions about the fate of the absent. It's not the faces of the soldiers,
their body movements in celebration of their selfie, their efforts to bend and
pose in the right frame, or the hand holding the phone that will remain in our
memory. It's even less the "talent" of the photographer, his lens and
filters, the angle he used, the zoom he chose, the color tone he adopted, and
the "focus" he wanted on the female soldiers in the center</span><span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;"><span lang="EN-US" style="mso-ansi-language: EN-US;">Destruction and absence are the
horizon and the present of this image. The ten female soldiers with their green
uniforms, rifles, helmets and bulletproof vests are passing by as if on a walk
or a recreational outing after another mission in which they or other
colleagues may have participated. A mission to annihilate as many inhabitants
of the devastated zone as possible</span><span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>

colonization</span></b></span></p>

highly characteristic of the Israeli occupation and colonization</span><span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;"><span lang="EN-US" style="mso-ansi-language: EN-US;">If the "selfie" had been
invented in 1948 or 1967 (or 1982), we'd have seen thousands like this one,
celebrating the destruction and depopulation of cities. It's as if the goal of
photography in such a context, like that of occupation and colonization, is to
settle in space and occupy it for as long as possible. It's as if it's about
celebrating the physical annihilation of the "other" and capturing
the next moment so that it becomes eternal. So it is with the colonization that
follows the military occupation. It perpetuates the invasion and gives it the
leisure to impose itself over time in this devastated, plundered and
repopulated (by the colonizers) space</span><span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;"><span lang="EN-US" style="mso-ansi-language: EN-US;">Moreover, when the ten
"selfie-girls" who walk through this place proudly display their
military uniforms to show us the extermination of the "enemy" carried
out by their army, they compete in savagery with their male comrades-in-arms
who enter Gazan homes to steal what has survived the bombs, fires, and
bulldozers. Indeed, in many of the images, they show their loot in the form of
precious personal belongings of Palestinians who have been murdered or driven
from their places</span><span dir="RTL" lang="AR-SA">.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;"><span lang="EN-US" style="mso-ansi-language: EN-US;">This equivalence in brutality has
nothing to do with the "equality" that feminists advocate. It does
not even contribute to the caricatured stereotypes in the West about the brave
women who join the Israeli army. It's simply an obscene, crude imitation of
violent, hateful, base male behavior, combined with the narcissism expressed by a selfie, which can be described as a "genocidal selfie</span><span lang="EN-US" style="mso-ansi-language: EN-US; mso-bidi-font-family: Arial;">”.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><b><span lang="EN-US" style="mso-ansi-language: EN-US;"><span style="font-family: inherit; font-size: large;">The negative of the photo or the
lost scene</span></span></b></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span lang="EN-US" style="mso-ansi-language: EN-US;"><span style="font-family: inherit; font-size: large;">But if this photo had been taken in
the same place six months ago, one year ago, or two years ago, it would most
likely show young men and women from Gaza hanging laundry, going shopping, on
their way to school or university, or old people sitting in front of their
houses. Houses still standing in their beauty or ugliness, their colors
changing according to the sunny days or the rainy days that drench their
facades and spill into the narrow, crowded alleys.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span lang="EN-US" style="mso-ansi-language: EN-US;"><span style="font-family: inherit; font-size: large;">The same image, seen from this
position, could have captured last summer children holding the strings of the
shimmering kites that soar high above this besieged land, or teenagers running
after a ball to celebrate a goal, imitating Messi, Cristiano or Benzema, like
millions of children around the world.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span lang="EN-US" style="mso-ansi-language: EN-US;"><span style="font-family: inherit; font-size: large;">Such photographs may probably exist,
but we don't notice them because they are so ordinary and banal.</span></span></p>

and witness the unprecedented violence that has spilled out of its frame, the
violence that has devastated the homes of the missing and their belongings.<o:p></o:p></span></span></p>

soldiers saw and decided to immortalize, which a photographer in turn captured

le lieu exact de la prise. Mais nous savons, grâce à la présentation froide qu’il
fait de cette image extraordinairement violente, qu'elle provient du nord de
Gaza. Il l'a hashtaguée, utilisé la terminologie militaire israélienne, fait
référence à l'identité «genrée» du personnel militaire et, bien sûr, spécifié
son type d'appareil photo, la taille de l'objectif et le niveau de sensibilité.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">L'absence de localisation sur cette photo, et sur une autre
série tout aussi horrible qui a suivi dans l'album du même photographe, est probablement
liée aux ordres de censure de l'armée israélienne. Il peut s'agir également
d'un oubli ou d'une négligence de sa part. Il se peut enfin que l’étendue de la
destruction de la bande de Gaza soit telle que la prise d’un selfie devant

des maisons visibles en arrière-plan, de leurs meubles et miroirs, des jouets
d'enfants et des secrets gardés sous les seuils de leurs portes ou les trous de
leurs murs. <o:p></o:p></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;"><b>L'absence</b>
des gens qui ont été déplacés dans des tentes à Rafah ou tués, y compris
peut-être ceux qui sont encore enterrés sous les décombres. D’ailleurs ces
ruines et ce qu'elles symbolisent sont la raison principale de la décision des
soldates de s'arrêter pour prendre un selfie, et celle du photographe d’immortaliser
ce moment. <o:p></o:p></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">En d'autres termes, dans l'ordre inverse, il y a le
photographe de la scène entière, les soldates qui se photographient, et puis
l'arrière-plan avec les ruines servant de cadre, ou de décor à l’un et aux
autres. Un décor dépouillé des personnes qui ont été éliminées par exécution ou
déportation.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Il est probable que ni les soldates ni leur
photographe qui nous a permis de découvrir le selfie «privé», n’avaient
conscience que c'est à la destruction que nous sommes renvoyés en tant que
témoins de ce photo-document, qui interroge d’emblée sur le sort des absents.
Ce ne sont pas les visages des soldates, les mouvements de leur corps célébrant
leur selfie, leurs efforts pour se pencher et poser dans le bon cadre, ou la
main tenant le téléphone qui resteront dans notre mémoire. C’est encore moins
le "talent" du photographe, sa lentille et ses filtres, l'angle qu'il
a utilisé, le zoom arrière qu'il a choisi, le ton des couleurs qu'il a
utilisées, et le "focus" qu'il a voulu sur les femmes soldates au
centre (au premier plan).</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">La destruction et l'absence sont l'horizon et le
présent de cette image. Les dix soldates avec leurs uniformes verts, leurs
fusils, leurs casques et leurs gilets pare-balles ne font que passer, comme
s’il s’agissait d’une promenade ou une excursion récréative après une énième mission
à laquelle elles ou d'autres collègues ont pu participer. Une mission d’anéantissement
d’autant d'habitants que possible de la zone sinistrée.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><b><span style="font-family: inherit; font-size: large;">L'image et l'imaginaire de la colonisation</span></b></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Au-delà de l'instant, cette image est très caractéristique
de ce que sont l'occupation et la colonisation israéliennes.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Si le «selfie» avait été inventé en 1948 ou en 1967
(ou en 1982), on en aurait vu des milliers comme celui-ci, célébrant la
destruction et le dépeuplement des villes et villages. Tout se passe comme si
le but de la photographie dans un tel contexte, à l’instar de celui de
l'occupation et de la colonisation, étaient de s'installer dans l’espace et
l'occuper le plus longtemps possible. C'est comme s’il s’agissait de célébrer
l'élimination physique de «l'autre» et capturer l'instant suivant pour qu'il
devienne éternel. Il en est ainsi pour la colonisation qui suit l'occupation
militaire. Elle perpétue l’invasion et lui donne le loisir de s’imposer dans le
temps long dans cet espace ravagé, pillé et repeuplé (par les colons).</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Par ailleurs, lorsque les dix « selfie-girls »
qui traversent cet endroit s'exhibent fièrement en uniforme militaire pour nous
montrer l’extermination de «l'ennemi», elles rivalisent de sauvagerie avec
leurs compagnons d'armes masculins qui pénètrent dans les maisons gazaouies
pour voler ce qui a survécu aux bombardements, aux incendies et aux bulldozers.
D’ailleurs dans de nombreuses images, ils dévoilent leur butin représenté par
des effets personnels précieux appartenant à des Palestiniens, assassinés ou
chassés de chez eux.</span></p>

mois, un ou deux ans, dans ce même lieu, elle montrerait très probablement des

courses, se rendant à l’école ou à l’université ou des vieux assis devant leurs
maisons. Des habitations encore debout dans leur beauté ou leur laideur, aux
couleurs changeantes selon les jours ensoleillés ou les jours de pluie qui
arrose leurs façades et déborde dans les ruelles étroites et bondées.</span></p>

adolescents courant après un ballon pour célébrer un but, imitant Messi,
Cristiano ou Benzema, comme des millions d’adolescents dans le monde.<o:p></o:p></span></p>

échappent à toute forme de sanction ou de responsabilité juridique pour leurs
actions, lorsqu'elles sont contraires aux lois et au droit.<o:p></o:p></span></span></p>

nés entre les deux guerres mondiales et surtout après la Seconde Guerre. Leur
émergence, parfois à la suite de luttes de libération ou d’indépendance, s'est
déroulée parallèlement à la création de l'État d'Israël sur les terres
palestiniennes, soutenu par les puissances coloniales, ainsi qu'aux tensions de
la guerre froide et à la polarisation qui en a découlé.<o:p></o:p></span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">Ces facteurs ont contribué à l'avènement de
régimes souvent non élus, évoluant dans des cadres où les institutions et les
constitutions ont peu de poids. Leur légitimité a ainsi reposé sur le soutien
d'acteurs puissants, internes (militaires, hommes d’affaires, banquiers, etc.)
ou externes (puissances étrangères). Cette configuration initiale, les guerres
régionales et les bouleversements socio-économiques ont favorisé par la suite
des affrontements et des coups d'État militaires dans plusieurs pays, produisant
des régimes despotiques, qui ont liquidé toute diversité politique, étouffé les
quelques institutions souveraines ou non-contrôlées par les autorités
politiques centrales, instauré une totale impunité, et surtout instrumentalisé
la cause palestinienne pour s’offrir une légitimité politique.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">Dans d'autres cas, comme celui des États du
Golfe, les alliances internes et externes des familles dominantes ont également
servi de bouclier d'impunité. Leur position a été soutenue par le prix élevé du
pétrole en tant que matière première stratégique, leur permettant de maintenir
leur pouvoir sans être remis en question quant à leurs rôles et aux mécanismes
de distribution, de gestion et de partage des richesses.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">Au fil des générations, la majorité des
habitants de la région, et malgré plusieurs soulèvements populaires et actes de
résistance politiques et culturels par des dizaines de milliers de militants,
ont acquis la conviction que, quelles que soient les actions de leurs régimes,
ces derniers étaient à l'abri de toute reddition de comptes, et qu'il était
préférable de leur obéir sans les contester, de peur de subir des représailles
sans limites. Cette condition a contribué à la pérennité du despotisme, qui n'a
été véritablement mis en danger que par les révolutions populaires de 2011 et
2019. Cependant, ces révolutions ont été réprimés par des contre-révolutions,
maintenant ainsi la culture de l’impunité des élites au pouvoir.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><b><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">Cette impunité s'applique également à Israël.
Ses politiques suprémacistes et ses crimes continuent de s'intensifier, et son
génocide à Gaza sont soutenus par les gouvernements actuels du "monde
libre" au nom de la "guerre contre le terrorisme" et du
"droit à l'autodéfense". Comment expliquez-vous ce soutien quasi
inconditionnel?</span></span></b></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">Israël bénéficie depuis sa création après la
Seconde Guerre mondiale d'une impunité face à ses multiples graves violations
des droits des Palestiniens. Cette impunité trouve ses racines dans l'alliance
profonde entre Israël et les pays occidentaux, une relation façonnée dès les
premiers jours du projet de colonisation de la Palestine par le mouvement
sioniste.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">L'histoire de cette alliance remonte
officiellement à la déclaration de Balfour de 1917, dans laquelle la
Grande-Bretagne exprimait son soutien à l'établissement d'un "foyer
national juif" en Palestine. Elle s’est poursuivie avec la partition de la
Palestine en 1947, ainsi qu'à travers des événements comme la guerre tripartite
de 1956, où Israël s'aligna avec la France et la Grande-Bretagne contre
l'Égypte. La consolidation des liens avec les États-Unis après la guerre de
1967 a encore renforcé cette alliance, le lobby pro-israélien devenant l'un des
acteurs les plus influents de la politique étrangère américaine.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">Outre cette alliance stratégique, Israël s’est
présentée comme une "entité occidentale" au cœur du "tiers
monde", en particulier dans le "monde arabe". En Europe,
s’ajoutent à tout cela des complexes de culpabilité liés à l'histoire de
l'antisémitisme et la barbarie de l'Holocauste contribuant à une attitude de
soutien parfois inconditionnel envers Israël.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">Malgré les nombreuses résolutions de l'ONU
rejetées ou non respectées par Tel Aviv, telles que la résolution 194
reconnaissant le droit au retour des Palestiniens chassés de leurs villes et
villages lors de la Nakba de 1948, et la résolution 242 appelant au retrait
d'Israël des territoires occupés en 1967, ou la résolution 425 exigeant le
retrait israélien du Liban Sud en 1978, ni l'Union européenne ni les États-Unis
n’ont agi pour faire respecter le droit international ou pour imposer des
sanctions jusqu’à son respect. Pire encore, les européens ont continué à
soutenir Israël économiquement même s’ils votaient depuis les années 1990 pour
une solution à deux états, et les américains ont régulièrement utilisé leur
droit de veto pour bloquer les résolutions condamnant Israël, tout en l’armant
et la considérant comme premier allié stratégique.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">Enfin, deux éléments contemporains ont
également renforcé l'impunité d'Israël. Tout d'abord, l'hostilité occidentale
croissante envers l'islam au cours des dernières décennies, sous le prétexte du
"terrorisme", permettant à Israël de présenter la lutte palestinienne
comme du "terrorisme islamique". Ensuite, le soutien occidental à
Israël n’a que rarement suscité de crainte de réactions de la part des états
arabes, en termes de pressions économiques ou diplomatiques.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">En somme, l'impunité d'Israël repose sur une
combinaison complexe d'alliances historiques et de dynamiques contemporaines,
créant un environnement où les violations des droits humains et les crimes de
l’occupation, la colonisation et l’apartheid peuvent se perpétuer sans
conséquences significatives.</span></span></p>

occidentaux, notamment dans le secteur audiovisuel privé, comparent souvent le
Hamas à Daesh et occultent le contexte dans lequel s'est déroulée l’opération
du 7 octobre (tout comme le font de nombreux "intellectuels" arabes qui
se situent à l'extrême droite). Que pouvez-vous nous dire sur cette comparaison
et le discours dominant qui l’accompagne?</span></b></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;"><b>Ziad Majed</b>: Les médias audiovisuels
occidentaux ont largement couvert l’opération du 7 octobre, mais souvent en
rejetant toute contextualisation et toute analyse complexe et nécessaire. De
plus, nombreux sont ceux qui ont tenté de mettre en parallèle le 7 octobre avec
des tragédies telles que les attentats du 11 septembre 2001 aux États-Unis ou
ceux de novembre 2015 à Paris.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">Cette approche a entraîné deux conséquences
majeures.<o:p></o:p></span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">Premièrement, elle a suscité la comparaison à
laquelle vous faites référence entre le Hamas, mouvement islamiste palestinien,
et des groupes comme l'État islamique (Daech), les plaçant sur le même plan
dans une catégorisation simpliste et fausse car elle ignore la spécificité des
contextes, des identités, des itinéraires et des objectifs. <o:p></o:p></span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">Deuxièmement, elle a relégué les enjeux
politiques essentiels au second plan, occultant les droits des Palestiniens et
minimisant l'impact de l'occupation israélienne ainsi que les autres violations
du droit international. Le blocus imposé à Gaza depuis 2007 et ses conséquences
catastrophiques sur la vie des palestiniens ont également été ignorés. En
somme, cette approche a favorisé un récit teinté de préjugés, allant jusqu’à
déshumaniser les palestiniens et considérer les milliers de victimes civiles à
Gaza comme de simples «dommages collatéraux» dans une guerre israélienne de «
légitime défense».</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;"><span style="mso-fareast-language: FR;">Il est donc impératif de clarifier certains
points. En ce qui concerne la comparaison entre le Hamas et des groupes comme
Daech, il convient de noter que le Hamas est un mouvement palestinien, issu des
Frères musulmans et fondé en 1987 (20 ans après le début de l'occupation
israélienne de la bande de Gaza et de la Cisjordanie). Contrairement à des
organisations comme Daech ou Al-Qaïda, le Hamas se concentre exclusivement sur
la lutte contre Israël et n'a jamais mené d'attaques en dehors de la géographie
israélo-palestinienne. De ce fait, le qualifier de mouvement
"jihadiste" sans tenir compte de ce contexte politique et
géographique est réducteur et biaisé. </span>Quant aux organisations djihadistes comme
Daech, elles ne s’inscrivent ni dans la territorialité ni dans la temporalité
des luttes, et adoptent un logiciel basé sur une interprétation extrémiste d’un
islam de combat sur tous les territoires et sans aucune identité nationale.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">Concernant le déroulement de l’opération du 7
octobre, il est clair qu'elle a visé en premier lieu l'armée israélienne, ce
qui peut être perçu comme une action militaire légitime. Cependant, elle a par
la suite visé des civiles et causé la mort de centaines d’entre eux, ce qui
constitue une violation des Conventions de Genève et un crime de guerre selon
les normes du droit international humanitaire. Cette opération s'est déroulée
dans un environnement marqué par un blocus israélien criminel sur Gaza, en vigueur
depuis 2007, ainsi que par quatre guerres israéliennes menées contre le secteur
en 2008, 2012, 2014 et 2021, ayant entraîné la mort de milliers de civils
palestiniens. De plus, elle s'est déroulée suite à une série d'escalades des
violences israéliennes à l'encontre des Palestiniens en Cisjordanie et à
Jérusalem-Est ainsi que par le vol des terres par les colons de plus en plus
puissants et impunis. Malgré ces réalités, les États-Unis et certains pays
arabes ayant récemment normalisé leurs relations avec Israël ont fait peu de
cas de la question palestinienne, refusant de prendre des mesures concrètes
pour contenir l’agressivité israélienne et les projets apocalyptiques de
l’extrême droite au pouvoir. Cette inertie internationale a renforcé l'impunité
d'Israël, exacerbant ainsi la marginalisation des Palestiniens et leur

l'affaire portée par l'Afrique du Sud devant la CIJ, pour souligner quelques
observations illustrant la portée de cette démarche.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">Premièrement, cette affaire interroge la nature
même de la guerre israélienne et la barbarie qui l'accompagne, avec
l'utilisation de technologies avancées pour infliger des dommages humains et
matériels massifs dans une zone géographique restreinte et sous blocus,
bombardée par air, terre et mer, tuant des dizaines de milliers de palestiniens
et détruisant leurs villes, villages et camps. Les juristes sud-africains ont
caractérisé cette guerre comme une série de violations graves de la convention
sur le génocide (visant les populations civiles d’un groupe et toutes les
infrastructures leur permettant de vivre), détaillant les conséquences
désastreuses sur la vie-même des Gazaouis. Ils ont également prouvé la
responsabilité des plus hauts dirigeants israéliens, depuis le chef de l'État
jusqu'aux soldats sur le terrain, dans la planification et l'exécution des
actes qualifiés de génocidaires. Cette confrontation devant la plus haute
juridiction internationale a mis Israël sur le banc des accusés, l'obligeant à justifier
ses crimes devant le monde entier, une situation à laquelle il n'avait jamais
été confronté auparavant.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">Deuxièmement, cette action judiciaire revêt une
importance politique et symbolique considérable. En tant que nation ayant battu
l'apartheid sous la direction de Nelson Mandela, l'Afrique du Sud incarne
désormais la lutte contre le colonialisme et l'oppression.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">Troisièmement, cette démarche remet en question
le « monopole occidental » de la défense du droit international
humanitaire. Des pays comme l'Afrique du Sud, le Brésil, la Bolivie, le Chili
et d'autres appellent à l'application équitable du droit international, mettant
ainsi en lumière les efforts visant à rééquilibrer le pouvoir entre les
nations, et en finir avec le principe de deux poids deux mesures.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="mso-fareast-language: FR;"><span style="font-family: inherit; font-size: large;">En conclusion, l'audience historique qui s'est
déroulée à La Haye en janvier 2024 restera gravée dans les annales, symbolisant
un moment charnière dans l'histoire du droit international et des relations
internationales. L'initiative prise par l'Afrique du Sud et ses alliés pour
défendre les droits des Palestiniens et poursuivre Israël en justice représente
un acte de courage et de détermination en faveur de la dignité humaine. Son
soutien et la bataille juridique acharnée qui va se dérouler à la CIJ et à la
CPI contribueront certes à fissurer le mur de l’impunité israélienne, et ce
n’est qu’un début, malgré les obstacles et les réactions hostiles...</span></span></p>

raisons à la fois. Riad al-Turk nous a tous et toutes marqués, quelle que soit
notre proximité personnelle avec lui<span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.<span></span></span></span></p><a name='more'></a><span style="font-family: inherit; font-size: large;"><span></span></span><p></p><p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">J'ai entendu son nom pour la première fois à Beyrouth,
au milieu des années 1980, alors qu'il était derrière les barreaux et que nous
étions en pleine guerre, sous les décombres. Son nom m'a semblé poétique, Riad al-Turk, même si la dureté de la prison où il était détenu n'avait, elle, rien
de poétique. Puis, comme beaucoup de personnes de ma génération, je l'ai véritablement
découvert après sa sortie de ce qu'il appelait la petite prison vers la grande
prison à la fin des années 1990, grâce à ses interviews dans le supplément
culturel d'An-Nahar, dans Al-Hayat, Le Monde, Al-Jazeera, et son discours
historique au Forum Atassi lors du Printemps de Damas assassiné, puis dans le
film de Mohammed Ali Atassi, les écrits de Subhi Hadidi, et les discussions
interminables avec Yassin Haj Saleh.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Il n'est pas exagéré de dire que pour nous, gens de
gauche et démocrates travaillant au Liban pour construire un projet de
résistance politique contre l'hégémonie du régime syrien et de ses alliés au
pouvoir à Beyrouth, surtout après la fin de l'occupation israélienne du
Sud-Liban en 2000, Riad al-Turk était une référence morale. Après sa
réincarcération par Assad fils, cette fois en 2001, il a éveillé en nous un
désir farouche de défier doublement le despotisme. C'est comme si nous voulions
lui rendre la pareille pour son discours courageux sur la Syrie et le Liban<span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Nul doute que Riad al-Turk est resté notre compagnon
de route quelques années plus tard, lors du soulèvement de l’indépendance de
2005 puis lors de l'assassinat de notre cher Samir Kassir, l'un de ses fervents
admirateurs. Nul doute aussi que le fait de rester en Syrie après le
déclenchement de la révolution en 2011, malgré les alliances démoniaques
régionales et internationales pour la tuer dans l’œuf, nous a donné une dose
d'espoir au milieu des tueries, des destructions et des déportations de
populations.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Et ce n’est qu’en 2018 qu’il a pu à Paris, retrouver
sa famille et y passer ses dernières années en sa compagnie. Chose dont il n’a
jamais véritablement profité durant sa longue vie syrienne, entre la prison, le
travail, les longues années de clandestinité.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">J’aimerais à cet égard rendre hommage à son épouse partie
avant lui, Mme Asmaa al-Faisal, elle aussi prisonnière politique, qui s'est
battue à ses côtés et au pied des hauts murs de sa prison, donnant à leurs deux
filles l’exemple pour toujours garder la tête haute.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Enfin, j’ai une pensée pour notre cher camarade et ami
absent, <a href="https://vendredis-arabes.blogspot.com/2013/10/liberte-pour-faiek-al-mir.html" target="_blank">Abu Ali Faeiq al-Meer</a>, qui, par sa noblesse et son dévouement
révolutionnaire, nous incitait, comme Riad al-Turk, à nous accrocher à l’espérance
dont nous essayons de reconstituer les fragments à chaque fois qu’ils se
dispersent ou menacent de disparaître…</span></p>

Syrie, s'asseoir sur le parvis d’une ancienne maison, sans crainte aucune, regarder
passer les nuages et parler de choses banales qui n'ont pas de place pour
l'héroïsme, l'emprisonnement, la torture, la lutte et les grands sacrifices.
Ceux-ci seront consignés dans les livres d'histoire et dans des récits racontés
et refermés avec tendresse et fierté pour se glisser sous un oreiller de rêves colorés.</span></p>

2023, we have been witnessing the deadliest and most brutal war ever documented
and broadcast live. In 15 weeks, more than 30,000 Palestinians have been killed
by the Israeli army (60% of them children and women), and more than 80% of the
population of 2.2 million Gazans, besieged on 360 km2 and already victims of 4
wars and a long blockade (since 2007), have been displaced and crammed into the
southern part of the devastated territory<a href="#_ftn1" name="_ftnref1" title=""><span class="MsoFootnoteReference"><span style="mso-special-character: footnote;"><!--[if !supportFootnotes]--><span class="MsoFootnoteReference"><span lang="EN-US">[1]</span></span><!--[endif]--></span></span></a>.<o:p></o:p></span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">The figures,
reports, videos and testimonies published and regularly updated by the various
UN agencies, humanitarian and human rights organizations, as well as by the
brave Palestinian journalists and photographers on the ground, show us the
suffering, the famine, the destruction of homes and infrastructure, the cuts in
water, fuel and electricity, the inhuman sanitary conditions and the ordeal of
the sick, the wounded, the amputees, treated with makeshift means and operated
on without anesthesia.<span></span></span></p><a name='more'></a><p></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Meanwhile, in the
West, governments and the majority of television networks have decided that
this tragedy is collateral damage of a war of "self-defense" waged by
Israel following the deadly Hamas attacks of October 7.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span lang="EN-US"><span style="font-family: inherit; font-size: large;">In addition to this
contempt for the Palestinians and for international humanitarian law, most TV
channels have featured segments by non-specialists who ignorantly and
arrogantly cast doubt on the scale of Palestinian casualties and the reality on
the ground. Moreover, Israeli army spokesmen are regularly given a platform in
the media to justify their "operations". In the latter case, these
spokesmen have rarely been held accountable for the documented and filmed
crimes committed by their army.<o:p></o:p></span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><b><span lang="EN-US"><span style="font-family: inherit; font-size: large;">Silence from
universities and professional associations</span></span></b></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">It's not unlikely
that this situation has led segments of Western public opinion (who have little
access to serious, credible newspapers and news websites) to be astonished by
the discourse denouncing the war crimes, crimes against humanity and horrors taking
place in Gaza, put forward by leaders of international organizations as well as
genuine specialists, journalists and researchers. It is also not surprising
that South Africa's prosecution of Israel before the International Court of
Justice for genocide is incomprehensible to many Westerners at a time when it
has been so widely echoed in Africa, Asia and South America, where tens of
millions of people followed the proceedings of the historic hearing at the
Hague Court on January 11 and 12, 2024, and the Court's announcement of
provisional measures on January 26 of the same month.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">What is surprising,
however, is how sophisticated and politicized groups, such as the leadership of
universities, research institutes, hospitals, and press unions, have fallen
into a kind of lethargy, shirking their moral and civic responsibility for the
tragedy in Gaza.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Why should entire
professional bodies remain silent or timidly raise the issue of massacres
against their Palestinian colleagues in an informal setting?</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span lang="EN-US"><span style="font-family: inherit; font-size: large;">More than 300
health workers (doctors, nurses, assistants and ambulance drivers) have been
killed in Gaza, 24 hospitals and 62 clinics have been totally or partially
destroyed, and more than 100 ambulances have been targeted and put out of
service.<o:p></o:p></span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span lang="EN-US"><span style="font-family: inherit; font-size: large;">Israeli fire killed
115 journalists and photographers, most of them directly targeted.<o:p></o:p></span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">According to
meticulous documentation, the Israeli army murdered 94 university professors,
231 teachers and more than 4,300 students, in addition to destroying or bombing
without cause 4 universities and 346 schools (including 65 run by UNRWA)<a href="#_ftn2" name="_ftnref2" title=""><span class="MsoFootnoteReference"><span class="MsoFootnoteReference"><span lang="EN-US">[2]</span></span></span></a>.
To this must be added dozens of artists, poets and writers who have been
massacred in what seems to be a war of annihilation of education and culture,
not only of the present and past of the Gazans (dozens of places of worship,
archaeological and tourist sites and facilities have been totally or partially
destroyed), but above all of their future.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span lang="EN-US"><span style="font-family: inherit; font-size: large;">What more is needed
for initiatives, or at least press releases, to denounce these horrors and show
solidarity with Palestinian counterparts?<o:p></o:p></span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Why is it
unthinkable for Western hospitals or medical associations to issue statements
or organize symbolic demonstrations in solidarity with the targeted Palestinian
health workers?</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">If some people are
misled by the media, why don't they take the trouble to check with their
colleagues at Médecins du Monde, Médecins Sans Frontières, the World Health
Organization, and the International Committee of the Red Cross?</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">What about the
almost daily slaughter of Palestinian journalists to prevent them from
reporting from an area that Israel forbids foreign journalists to enter unless
escorted and monitored by its soldiers? Don't they deserve a mobilization for
an international investigation into their murder and for a boycott of the
Israeli army (and its spokespersons) that murders them?</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span lang="EN-US"><span style="font-family: inherit; font-size: large;">What is most
significant, and perhaps most disturbing, is the silence of the majority of
academic and cultural institutions in the face of the crimes systematically
committed against academics, researchers and writers, in addition to the
deliberate destruction of Palestinian institutions - sometimes filmed and
celebrated by the soldiers themselves.<o:p></o:p></span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">What, then, are the
pedagogical functions and goals of teaching if they are cut off from reality?
How can we legitimately teach humanities, international law, and journalism
without having a legal or at least moral position on the daily killing of our
fellow human beings and colleagues that is consistent with the messages and
values we convey?</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">How are we to
interpret the passive and silent attitude, under the pretext of
"scientific neutrality" of certain European and American research
centers specializing in the "Middle East" or international relations,
while Palestinian research institutes are being destroyed? What kind of
knowledge is it if it is blind to what is happening only a few hours away by
plane and if it leaves the classrooms of our scientific institutions?</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">In reality, not
only has there been silence and non-indignation, but in several cases
universities, schools and sports clubs have exerted pressure and threatened
coercive measures against any initiative "in support of the
Palestinians". Additionally, book fairs, artistic and sporting events have
seen programs and guests banned because of their critical stance on Israel's
crimes. The result has been the spread of a culture of self-censorship that
runs counter to the very principle of freedom of thought and expression.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">One wonders whether
a tragedy of this magnitude, with such horrific data, would have had a similar
effect if the geography of the conflict, its demographics, and the color of its

seriously to be feared that we live in a world that is witnessing a patent
decline in the universal values and legal conventions common to humanity. Since
the beginning of the war in Gaza, the gap between continents and geographical
zones, as well as the tensions and fractures within several countries, have
widened as never before.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Western democracies
in crisis, some of whose societies are plagued by increasingly racist and
populist political options, are losing credibility and diminishing the
attractiveness of their political model. This is dangerous not only for them,
but also for the rest of the world. For despite their economic policies, their
imperialism, and the brutality of their colonial history, the freedoms inherent
in their systems, the philosophy of their institutions and universities, their
constitutions, the richness of their cultures, their arts, and the human rights
conventions and mechanisms they established after World War II have for decades
attracted and inspired democrats and progressives in different parts of the
world. Especially those who live in the shadow of tyranny, oppression and
corruption, and who reject the so-called "alternative" models of
Russian and Chinese imperialisms (and dictatorships).</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">The shameful
position of most governments of Western democracies on the destruction of Gaza
and its people in 2023 and 2024 is an open wound that is difficult to heal for
hundreds of millions of citizens of this world.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Once the war
machine comes to a halt, it will be imperative for all those who are dismayed
by the extent of the double standards, the variable outrage, and the
dehumanization of the Palestinians to join forces wherever possible to overcome
the existing divide. New civil and political movements, networks and coalitions
must emerge and unite to promote a new universalist discourse and fight against
the "impunity of the powerful" and the hierarchization of the victims
of wars and massacres according to their affiliations and the places where

meurtrière et la plus brutale jamais documentée et transmise en direct. En 15
semaines, plus de 30.000 palestiniens ont été tués par l’armée israélienne (60%
des enfants et des femmes), et plus de 80% de la population de 2,2 millions de
gazaouis assiégée dans 360 km2, déjà victime de 4 guerres et d’un long blocus (depuis
2007) se trouve déplacée, et entassée dans la partie sud du secteur dévasté<a href="https://d.docs.live.net/d9bbe94770c6a16f/Desktop/Gaza%20et%20nous%203.docx#_ftn1" name="_ftnref1" title=""><span class="MsoFootnoteReference"><span class="MsoFootnoteReference">[1]</span></span></a>.</span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;"><o:p></o:p></span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">Les chiffres, récits, vidéos et témoignages publiés et mis à
jour régulièrement par les différentes agences onusiennes, les organisations
humanitaires et des droits humains de même que par les braves journalistes et
photographes palestiniens sur place, nous montrent la souffrance, la famine,
les destructions des habitations et infrastructures, les coupures d’eau, de
carburant et d’électricité, les conditions sanitaires inhumaines et le calvaire
des malades, blessés, amputés, traités avec des moyens de fortune et opérés
sans anesthésie.</span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;"><o:p></o:p></span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">Pendant ce temps, en occident, les gouvernements et une majorité
de chaines de télévision, ont décrété que cette tragédie était un dommage
collatéral d’une guerre «de légitime défense» qu’Israël mène à la suite
des attaques meurtrières du Hamas le 7 octobre.<span></span></span></p><a name='more'></a><p></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;"><o:p></o:p></span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">A cette forme de mépris à l’égard des Palestiniens et du
droit international humanitaire se sont ajoutées les contributions sur la
plupart des plateaux télévisés, d’intervenants non-spécialistes qui profèrent
des inepties et mettent en doute en toute ignorance et arrogance l’ampleur des
pertes humaines palestiniennes et la réalité du terrain. Plus encore, une
tribune médiatique a été régulièrement octroyée aux porte-parole de l'armée
israélienne pour leur permettre de justifier leurs «opérations». Pour ce
dernier cas, ces militaires n’ont en effet que très rarement, été mis en
situation de devoir rendre compte, des crimes documentés et filmés, perpétrés par
leur armée.</span></p><p class="MsoNormal" style="text-align: left;"><b><span style="font-family: inherit; font-size: large;">Le silence des universités et des corps professionnels</span></b></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">Il n’est pas improbable que cet état de fait ait amené des
segments des opinions publiques occidentales (qui accèdent peu aux journaux et
aux sites d’information sérieux et crédibles) à être surpris par le discours
dénonçant les crimes de guerre, les crimes contre l'humanité et les horreurs
qui se déroulent à Gaza, portés par des responsables des organisations
internationales, tout comme par de véritables spécialistes, journalistes et chercheurs.
Il n’est dès lors pas surprenant de constater que la poursuite d’Israël par
l'Afrique du Sud devant la Cour Internationale de Justice pour génocide, soit pour
beaucoup d’occidentaux incompréhensible, au moment où elle a suscité des échos
aussi importants en Afrique, en Asie et en Amérique du Sud, où des dizaines de
millions de personnes ont suivi les débats de l’audience historique au tribunal
de La Haye les 11 et 12 janvier 2024 et celle de l’annonce du tribunal des
mesures provisoires le 26 du même mois.</span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">Ce qui toutefois suscite de l’étonnement, c’est de voir des catégories
capables de discernement et politisées, notamment parmi les responsables des
institutions universitaires, de recherche, hospitalières et des syndicats de
presse, plonger dans une sorte de léthargie et s’exonérer de leur
responsabilité morale et citoyenne au regard de la tragédie gazaouie.</span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">Comment s’expliquer en effet que des corps professionnels
entiers puissent se murer dans le silence ou évoquer timidement dans un cadre
informel, des massacres visant leurs confrères ou consœurs palestiniens? <o:p></o:p></span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">Plus de 300 soignants et soignantes (médecins, infirmier.e.s,
assistant.e.s et ambulanciers) ont été tués à Gaza, 24 hôpitaux et 62 cliniques
ont été totalement ou partiellement détruits, plus de 100 ambulances ont été visées
et mises hors service. <o:p></o:p></span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">Les tirs israéliens ont fauché 115 journalistes et
photographes, dont la plupart ont été directement ciblés. <o:p></o:p></span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">D'après une documentation minutieuse, l'armée israélienne a tué
94 professeurs d'université, 231 enseignants et plus de 4.300 étudiants et
étudiantes, en plus de détruire ou bombarder sans motif 4 universités et 346
écoles (dont 65 gérés par l'UNRWA)<a href="https://d.docs.live.net/d9bbe94770c6a16f/Desktop/Gaza%20et%20nous%203.docx#_ftn2" name="_ftnref2" title=""><span class="MsoFootnoteReference"><!--[if !supportFootnotes]--><span class="MsoFootnoteReference">[2]</span><!--[endif]--></span></a>. A ceux-là
viennent s’ajouter des dizaines d'artistes, de poètes et d'écrivains massacrés dans
ce qui semble être une guerre d'extermination de l'éducation et de la culture, non
seulement du présent et du passé des gazaouis (des dizaines de lieux de culte
religieux, bâtiments et installations archéologiques et touristiques ont été

communiqués dénoncent ces horreurs et manifestent une solidarité avec les
homologues palestiniens?</span></div><p></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">Pourquoi est-il impensable pour les hôpitaux occidentaux ou
les ordres de médecins de publier des déclarations ou d’organiser des
manifestations symboliques solidaires des travailleurs du secteur de la santé
palestinien ciblé? <o:p></o:p></span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">Si certains sont induits en erreur par l’effet des médias, pourquoi
ne prennent-ils pas la peine de vérifier et s’enquérir de ce qui se passe auprès
de leurs confrères de Médecins du Monde, de Médecins sans frontières, de
l'Organisation mondiale de la santé et du Comité International de la Croix Rouge?</span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">Qu’en est-il du meurtre quasi-quotidien des journalistes
palestiniens pour les empêcher de couvrir une zone interdite d’accès par Israël
aux journalistes étrangers s’ils ne sont pas escortés et contrôlés dans leur
travail par ses soldats? Ne méritent-ils pas une mobilisation en faveur de
l’ouverture d’enquêtes internationales sur leur assassinat et surtout le
boycott de l’armée israélienne (et de ses porte-parole) qui les assassine?</span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">Le plus signifiant et
probablement le plus interpelant reste le silence de la majorité des grandes
institutions universitaires et culturelles face aux crimes qui touchent
systématiquement les universitaires, les chercheurs et les écrivains, en plus de
la destruction volontaire, parfois filmée et célébrée par les soldats mêmes, des
établissements palestiniens. <o:p></o:p></span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">Quelles sont donc la
fonction pédagogique et les objectifs de l’enseignement si elles sont
coupées de la réalité? Comment pouvons-nous légitimement enseigner les sciences
humaines, le droit international, le journalisme sans avoir un positionnement
juridique ou du moins moral sur les tueries quotidiennes de nos semblables, qui
soit en accord avec les messages et les valeurs que nous transmettons?</span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">Comment interpréter
l’attitude passive et silencieuse, sous prétexte de «neutralité scientifique», de
certains centres de recherche européens et américains spécialisés dans le
«Moyen-Orient» ou les relations internationales alors que les instituts de
recherche palestiniens sont annihilés? De quel savoir est-il question s’il est
aveugle à ce qui se passe à quelques heures de vol de chez nous, et s’il déserte
les salles de cours de nos établissements scientifiques?</span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">En réalité, non seulement le silence et la non-indignation
ont régné, mais dans plusieurs cas aussi, des universités, des écoles et des
clubs sportifs ont exercé des pressions et menacé de prendre des mesures coercitives
contre toute initiative de «soutien aux palestiniens». De plus, des foires du
livre, des évènements artistiques et sportifs ont vu des programmes et des
invités interdits en raison de leurs positions critique vis-à-vis des crimes
d'Israël. Cette atmosphère a engendré comme conséquence la propagation d’une
culture d’auto-censure contraire au principe-même de la liberté de pensée et
d’expression.</span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">On est en droit de s’interroger si une tragédie de cette
ampleur avec ces données effroyables auraient produit un effet similaire si la
géographie du conflit, sa démographie et la couleur de peau de ses victimes
avaient été différentes.</span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;"><b>Gaza et l’avenir
des démocraties</b></span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">Il est malheureusement et sérieusement à craindre que nous vivions
dans un monde qui assiste à un déclin patent des valeurs universelles et des
conventions juridiques communes à l’humanité. Depuis le début de cette guerre à
Gaza, le fossé entre les continents et zones géographiques, les tensions et
fractures au sein de plusieurs pays se creusent comme jamais auparavant.</span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">En outre, les démocraties occidentales, en crise aujourd’hui
et dont certaines sociétés sont traversées par des options politiques de plus
en plus racistes et populistes, perdent de leur crédibilité et ternissent
l’attractivité de leur modèle politique. C'est dangereux non seulement pour
elles mais pour le reste du monde. Car malgré leurs politiques économiques, leur
impérialisme et la brutalité de leur histoire coloniale, les libertés
existantes dans leurs systèmes, la philosophie de leurs institutions et
universités, leurs constitutions, la richesse de leurs cultures, leurs arts et
les systèmes de droits humains qu’elles ont institué après la Seconde Guerre
mondiale, ont pendant des décennies attiré et inspiré les démocrates et les
progressistes dans diverses parties du globe. En particulier ceux vivant à
l’ombre de la tyrannie, l'oppression, la corruption et rejetant les modèles
dits «alternatifs» des impérialismes (et dictatures) russe et chinoise. </span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;">La position honteuse de la grande majorité des gouvernements
de ces démocraties occidentales sur la destruction de Gaza et de son peuple en
2023 et en 2024 est une plaie ouverte difficile à panser pour des centaines de
millions de citoyens et citoyennes de ce monde. <o:p></o:p></span></p><p class="MsoNormal" style="text-align: left;"><span style="font-family: inherit; font-size: large;"><o:p>I</o:p>l sera impératif, après l'arrêt de la machine de guerre,
pour tous ceux et celles consternés par l'ampleur des deux poids deux mesures,
des indignations à géométrie variable et de la déshumanisation des Palestiniens,
de rassembler leurs forces partout où cela sera possible, afin de surmonter le
clivage installé. De nouveaux mouvements citoyens et politiques, des réseaux et
des coalitions doivent émerger et se fédérer pour porter un nouveau discours
universaliste et lutter contre «l’impunité des puissants» et la hiérarchisation
des victimes des guerres et des massacres selon leurs affiliations, et selon les

with a very specific meaning, such as war crimes or crimes against humanity
(including ethnic cleansing) or genocide, have become terms and concepts used
interchangeably to qualify certain conditions or, often, to deny the
“correctness” of these qualifications.<o:p></o:p></span></span></p>

nier au contraire la pertinence de ces usages. Nous nous attachons ici à
rappeler les définitions des crimes en question, afin d’examiner l’applicabilité

issued last year for 4 Syrian generals to be tried in absentia in Paris in 2024
for complicity in crimes against humanity (kidnapping, torture and murder of
citizens, including two French Syrians, Mazen and Patrick Dabbagh). It also
follows similar cases being handled by the judiciary in Germany and other
European countries<span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span><p></p></span><p></p>
<p class="MsoNormal" style="text-align: left; unicode-bidi: embed;"><span lang="EN-US" style="mso-ansi-language: EN-US;"><span style="font-family: inherit; font-size: large;">Of course, justice takes time and
this is frustrating for the families of the victims. And of course the
political balance of power will be crucial in dealing with various challenges:
how to arrest people who are still heads of state? Which countries will
cooperate? Which major powers will protect them?</span></span></p>
<p class="MsoNormal" style="text-align: left; unicode-bidi: embed;"><span lang="EN-US"><span style="font-family: inherit; font-size: large;">Nevertheless, these warants send a strong message: the judiciary has not taken into account the political normalizations that are underway or proposed with Damascus, and these normalizations will become increasingly difficult.</span></span></p><p class="MsoNormal" style="text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;"><span lang="EN-US">One could add that the decision is
very necessary after so many years in which the "international
community" seemed to exclude the peoples of the "Middle East"
from the protection of international law. As if it wasn't made or written for

asked about the reasons that allow politicians of immeasurable mediocrity and
corruption to impose themselves and to remain in power in a country where the
society has an extraordinary level of education, competence and dynamism</span><span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>
<p class="MsoNormal" style="direction: ltr; unicode-bidi: embed;"><span lang="EN-US"><span style="font-family: inherit; font-size: large;">The answers are often given in terms
of the confessional issue and the divisions it implies, the clientelism that
has continued to grow and to corrode all public administrations, sponsored by
the leaders of war militias who have become ministers and deputies. Talks also evoked
the Syrian regime’s hegemony that has "manufactured" politicians and
infiltrated state institutions, assassinations, impunity, Hezbollah and its
weapons that terrorize its opponents, and the electoral law and its “Gerry meandering”
that favored the re-election of the same tenors and their henchmen. Finally, the
repercussions of the regional crises on the Lebanese scene are regularly
mentioned. They complicate the situation even more and leave the majority of
the people in the frustration of impotence and the disarray of waiting for
temporary solutions, often imported from the “outside”.</span></span></p>
<p class="MsoNormal" style="direction: ltr; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;"><span lang="EN-US">Nevertheless, is this enough to
understand the increasingly striking gap between State and Society or between
political elites and social or cultural actors in the country</span><span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>?<span></span></span></span></p><a name='more'></a><span style="font-family: inherit; font-size: large;"><span lang="EN-US"><o:p></o:p></span></span><p></p>
<p class="MsoNormal" style="direction: ltr; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;"><span lang="EN-US">In my opinion, two elements or
phenomena should be added to the existing analysis</span><span lang="EN-US"> and above-mentioned
answers and arguments</span><span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>
<p class="MsoNormal" style="direction: ltr; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;"><span lang="EN-US">The first element or phenomenon is
part of what is called "the capture of the State". An operation that
is defined by the takeover of government institutions by private interests to
the detriment of the general interest. This can happen through various means,
such as corruption, manipulation of elections and alliances, influence on the
media, financing of political parties and notables, marginalization or
weakening of the judiciary, and the introduction of the notion of
"revolving doors", i.e., the appointment of senior state officials
and politicians to work or board positions in private companies, in order to
use them at the same time or later to promote or propel the interests of these
companies</span><span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>

Lebanon has been going through in the last decades shows how much the state has
been captured by the banking and politico-financial networks, and how much this
capture has been reinforced through the different political-confessional
equations and co-existed with the Syrian hegemony and then with the

explaining the mentioned gap comes from the Lebanese society itself, which
adapted during the long years of the war to the weak presence of the state, and
which has since created its own management and regulation mechanisms. Its
movements, organizations and individuals, characterized by success, resilience,
creativity or the ability to innovate, have developed a contempt or even a
disgust towards politics and especially towards its actors and
"leaders". They have thus settled for building a parallel or
alternative world to the "political world". Since their freedoms or
raison d'être were rarely threatened, they could not be sufficiently motivated
to mobilize or fight for large-scale political change. Indeed, this
configuration of two parallel worlds has only been endangered twice in the last
three decades: in 2005 and in 2019 during the popular uprisings that almost
overturned the "stagnant order" and made politics more accessible.
But these moments of mobilization and euphoria were fleeting, the system
managed to regain the upper hand and preserve itself, despite the financial
collapse followed by the explosion of the port of Beirut in 2020 which this
time threw the state and society into a bottomless pit</span><span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>
<span style="font-family: inherit; font-size: large;"><span lang="EN-US">State capture and contempt are thus two more
reasons for the Lebanese lag. In the current decadent situation, their
intertwining creates a general feeling of humiliation that replaces the anger
of a large part of the citizens to the point of making their capacity to manage
their "parallel world" waver. For the looting, the economic
oppression, and sometimes the exile, caused by unspeakably lowly officials,
constitute a brutal reality, difficult to digest without being able to upset

raisons qui permettent à des responsables politiques d'une médiocrité et d'une
corruption incommensurables de s’imposer et de se maintenir au pouvoir dans un
pays où la société dispose d’un niveau d’éducation, de compétences et de
dynamisme extraordinaires.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">On répond souvent en invoquant la question
confessionnelle et les clivages qu’elle implique, le clientélisme qui n’a cessé
de s’élargir et de gangréner toutes les administrations publiques, parrainé par
des chefs de milices de guerre devenus ministres et députés. On parle aussi de l’hégémonie
sécuritaire syrienne qui a «fabriqué» des politiques et infiltré
les institutions étatiques, des assassinats, de l’impunité, de Hezbollah et ses
armes qui terrorisent ses opposants, puis de la loi électorale et de ses
découpages favorisant la réélection des mêmes ténors et de leurs sbires. On évoque
enfin les répercussions des crises régionales sur la scène libanaise qui
compliquent d’avantage la donne et laissent la majorité des gens dans la
frustration de l’impuissance et le désarroi de l’attente de solutions importées
de l’extérieur et temporaires.<span></span></span></p><a name='more'></a><span style="font-family: inherit; font-size: large;"><o:p></o:p></span><p></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Néanmoins, cela suffit-il pour comprendre ce
décalage de plus en plus frappant entre État et Société ou entre élites
politiques et acteurs sociaux ou culturels dans le pays?</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">A mon sens, deux éléments ou phénomènes, devraient
venir se rajouter à ceux de l’analyse existante.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Le premier élément ou phénomène, s’inscrit
dans ce qui se nomme «la capture de l’État». Une opération qui se définit par la
prise de contrôle des institutions gouvernementales par des intérêts privés au
détriment de l'intérêt général. Ceci peut se produire par des moyens divers,
tels que la corruption, la manipulation des élections et des alliances, l’influence
sur les médias, le financement des partis et des notables politiques, la marginalisation
ou la fragilisation de l’institution judiciaire, et l’introduction de la notion
des «portes tournantes», c’est
à dire la nomination de hauts fonctionnaires de l’état et de politiciens à des
postes de travail ou des conseils d’administration dans des sociétés privées, afin
de les utiliser en même temps ou plus tard pour promouvoir ou propulser les
intérêts de ces sociétés.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Une observation attentive de ce que vit le Liban ces
dernières décennies montre à quel point l’État a été capturé par les
réseaux bancaires et politico-financiers, et à quel point cette
capture s’est renforcée à travers les différentes équations
politico-confessionnelles et a co-existé avec l’hégémonie syrienne puis avec la

décalage mentionné vient de la société libanaise elle-même, qui s'est adaptée
durant les longues années de la guerre à la faible présence de l'État, et qui a
créé depuis ses propres mécanismes de gestion et de régulation. Ses mouvements,
organisations et ses individus, caractérisés par le succès, la résilience, la
créativité ou la capacité d'innover, ont développé un mépris voire un dégoût envers
la politique et surtout envers ses acteurs et «dirigeants». Ils se sont
ainsi contentés de construire un monde parallèle ou alternatif au «monde
politique». Du moment que leurs libertés ou raison d’être n’ont que
rarement été menacées, ils ne pouvaient pas suffisamment être incités à se
mobiliser ou lutter pour opérer un changement politique d’envergure. D’ailleurs,
cette configuration des deux mondes parallèles n’a été mis en danger dans les trois
dernières décennies que deux fois: en 2005 et en 2019 lors des
soulèvements populaires qui ont failli renverser « l’ordre stagnant »
et rendre la politique plus accessible. Mais ces moments de mobilisations et
d’euphorie étaient fugaces, le système est parvenu à reprendre le dessus et à se
préserver, malgré la faillite financière suivie de l’explosion du port de
Beyrouth en 2020 qui ont précipité cette fois l’État et la société dans un gouffre
sans fond.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Capture de l’État et Mépris sont donc deux raisons
supplémentaires du décalage libanais. Dans la situation décadente actuelle, leur
imbrication généralise un sentiment d’humiliation venu remplacer la colère d’une
grande partie des citoyens jusqu’à faire vaciller leur capacité à gérer leur
«monde parallèle». Car le pillage, l’oppression économique, et
parfois l’exil, causés par des responsables d’une bassesse innommable, constituent
une réalité brutale, difficile à digérer sans pour autant être en mesure de

city, and daily life, between funeral processions, was more like a ruse against
fear, against weariness and scarcity, waiting for the unknown or for the World

event had already begun before June 6, the date of the beginning of the
invasion, which became our main time marker. We slept and woke up dreaming of
the great event that was approaching. We used to collect pictures of the
players and paste them on the pages of the Fifa Panini albums that Talal,
Hassan, Raghid, Mohamed, Riadh and I used to buy at the bookstore "El
Rissala el arabiya" (The Arabic News) located at the intersection of Basta
and Noueiri streets. We used to exchange the duplicates with our friends from
the neighborhood and from school, because when we bought them, we didn't know
in advance what the thick packages contained, which delayed our mission to
complete the pages dedicated to each team.</span></span></p><p class="MsoNormal" style="direction: ltr; unicode-bidi: embed;"><span lang="EN-US"><span style="font-family: inherit; font-size: large;">I remember that on June 5th I
managed to finish the pages of the teams from Brazil, West Germany, Poland, and
Argentina. I was missing Juanito's picture to finish the Spain page, Graziani's
to have the whole Italy team and Marius Trésor's for France. The other pages
were empty or half-filled. They remained so because the Israeli Air Force
prevented us from completing our albums and bled our hopes. Before Beirut was
besieged and invaded, the city was bombed from the air for a week. The terror
and despondency took us further away from the prospect of returning to the
bookstore two blocks from our home in Ras el-Nabeh. I don't remember what day
the planes bombed a building near the bookstore. It was said that Ariel Sharon
thought that Yasser Arafat was there and that the pilot miscalculated his shot,
mistaking the building. Arafat escaped, but the bombing cost the life of
Asmahane, my grandmother's friend, who perished with her entire family.<o:p></o:p></span></span></p><p class="MsoNormal" style="direction: ltr; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">After that, the bookstore closed,
destroying any hope I had of finding Juanito, Graziani, Trésor or the other
players missing from my album. In any case, the completion of the album was
meaningless, since the possibility of sharing, exchanging or bragging was gone.
Separated from friends, it was no longer possible to remember the names of the
players or to test one's memory by reciting the probable compositions of the

in Khaldé, at the gates of the airport. The "Joint Forces"<a href="https://d.docs.live.net/d9bbe94770c6a16f/Desktop/Time%20passed%20very%20slowly%20and%20painfully%20in%20the%20early%20summer%20of%201982.docx#_ftn2" name="_ftnref2" title=""><span class="MsoFootnoteReference"><span class="MsoFootnoteReference"><span lang="EN-US">[1]</span></span></span></a> </span>tried to resist and stop their
advance. The bombardments become more and more intense and a blockade is
expected soon. A large number of displaced people fled to the Bekaa and then to
the north through a corridor on the Beirut-Damascus road. Others are preparing
to head south, where the fighting has subsided after sporadic clashes, the most
violent of which took place at the Beaufort Castle in Shqif, on the outskirts
of the Ain Al-Hilweh camp in Saida, and on the road to Rmaileh.</span></p>
<p class="MsoNormal" style="direction: ltr; unicode-bidi: embed;"><span lang="EN-US"><span style="font-family: inherit; font-size: large;">The water tankers arrived in the
morning. Families and neighbors gathered to fill the canisters. Then it was the
turn of the gas truck, which drove noisily into the alley, announcing its
goods. The residents who had stayed in the corner brought their empty tanks,
worrying about the possibility of a bombardment that, if it hit the truck, would
blow up the whole neighborhood.</span></span></p><p class="MsoNormal" style="direction: ltr; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">The responsibility I felt at noon,
in front of the bakery in the street parallel to ours, where I had the mission
to buy a bag of bread, while there was already talk of a lack of flour, made me
feel as if I had suddenly grown up. More importantly, some of the neighbors are
in the process of connecting an alternative electrical system. They are hiding
supplies of gasoline in a safe place to start their cars so they can charge
batteries to power this backup grid and run neon lights and old televisions.</span></p>
<p class="MsoNormal" style="unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;"><span><span lang="EN-US">We are only a few hours away from the
long-awaited sporting event, which, along with political debates and the
possibility of a siege and its consequences, is on the minds of Mohamed,
Mohieddine, Sami and Walid Eido<a href="https://d.docs.live.net/d9bbe94770c6a16f/Desktop/Time%20passed%20very%20slowly%20and%20painfully%20in%20the%20early%20summer%20of%201982.docx#_ftn3" name="_ftnref3" title=""><span class="MsoFootnoteReference"><span class="MsoFootnoteReference"><span lang="EN-US">[2]</span></span><!--[endif]--></span></a>, </span></span>who is preparing to welcome everyone

white for long hours. A battery that could be recharged every day by a dynamo
"dedicated to the occasion".</span></p>
<p class="MsoNormal" style="direction: ltr; unicode-bidi: embed;"><span lang="EN-US"><span style="font-family: inherit; font-size: large;"><b><i>June 12, 1982</i></b>. The situation is
worrying in terms of the advance of the Israeli forces, which will eventually
surround Beirut, but rather reassuring in terms of the gasoline reserves to
feed the batteries and the televisions. The latter sometimes require a good
shake so that the picture stops jumping and the sound stops crackling. At least
they can pick up the Lebanese relay station of Aarbaniyeh or get the scrambled
images from Jordanian, Syrian, Cypriot, Egyptian and even Israeli channels. That
was enough to follow the games. But we had one last important mission: to make
sure that the battery clamps used for the installation would hold and that the
electrical cables were strong enough to avoid any nasty surprises at the moment
of a goal or a pass that could change the course of the game.<o:p></o:p></span></span></p>

waves of bombing, the Beirutians take a short nap. It is to compensate for the

for us, the young football fans, we meet for a very competitive game, before
the official ceremony of inauguration of the greatest competition, but with two
fears: that an intensification of the bombardments does not interrupt our game
in a critical moment, depriving us of a certain victory or preventing us from
coming back to the score to carry out a draw that seems deserved. The second
fear is sweat and dust, at a time of year when the summer temperature and
humidity in Beirut increase in inverse proportion to the water available for
personal or domestic hygiene. In addition, we were all very careful not to
scratch or injure ourselves, lest the apothecary on duty treat us with his

and this morning's bombing is terrifying. The planes pounded the Basta Al-Fouka
line behind us and the Israeli forces officially announced the beginning of the
siege of the capital.<o:p></o:p></span></span></p>
<p class="MsoNormal" style="direction: ltr; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Time is passing slowly, in the
opening game of the World Cup, tonight in Barcelona, Argentina, the defending
champion, will challenge Belgium, which is proposing a new style of play that
will become a school of tactics: to make the opponent's attack fall into the
trap of offside, to wear down his nerves by sabotaging his chances and forcing
him to hold the ball unnecessarily, and then to rely on stealthy and effective
counterattacks to score goals. Some of us meet at Walid Eido's house, others at

our besieged city, two major "football parties" faced each other. The
supporters of Brazil, an experienced team, the "experts", and the
supporters of Germany, a new community that had been able to unite around the
German championship matches that were accessible to us thanks to the summaries
broadcast by Télé-Liban. On the fringes of these two major parties, there were
also supporters of Italy and France, and then of the Soviet Union, Poland and
Hungary (for "ideological" reasons and on "instructions" or
"political orders").</span></span></p>

there were press leaks about Rossi's, Altobelli's and other players' overt or

camps and neighborhoods in the southern suburbs of the capital. Their units
were deployed in this area and their medical corps brought humanitarian aid. Their
military football team played against local teams, bringing them closer to a
new generation of football fans, a generation that would soon become passionate
about Italian football and make Italy the third great "football

end of the celebrations and the return to the daily life of war, back to the
shortage of water, electricity, flour and air, back to the sound of planes and
cannons that killed tens of thousands of people for whom the games were the
last thing they experienced. Thus ended a Beirut summer in which the dreams and
sighs of football and death under the bombs were intertwined. Those who
survived returned to their "normal" lives in early fall. I don't
think that in October, when school started, we remembered the siege, Paolo
Rossi or Belloumi, or even the disappointment of the Brazilian golden
generation, or our albums that were left incomplete and lost under a pile of
objects, just as the names of Asmahane, her children and others who were
crushed under the Israeli fire that turned their homes into mass graves were
lost from our memory.</span> </p><p class="MsoNormal" style="direction: ltr; unicode-bidi: embed;"><span lang="EN-US">After all that, life went on.<o:p></o:p></span></p><p class="MsoNormal" style="unicode-bidi: embed;">

Assad, tout au long de ses décennies au pouvoir, sont innombrables. L'ampleur
de la violence qui s’est abattue sur eux (ainsi que sur les Palestiniens de
Syrie) au cours des sept dernières années<a href="https://d.docs.live.net/d9bbe94770c6a16f/Desktop/NSyrie%20traduction-%20le%20re%CC%81gime%20du%20pillage%20et%20de%20la%20de%CC%81voration%20des%20cadavres%20(1).docx#_ftn1" name="_ftnref1" title=""><span class="MsoFootnoteReference"><span class="MsoFootnoteReference">[1]</span></span></a> est
particulièrement effrayante. Il suffit de citer les noms des villes et des
villages sur la carte du pays pour se souvenir des massacres perpétrés dans ces
lieux, des cas de siège, de famine, de déplacement, de torture et d'assassinat
par des bombes à barils ou des armes chimiques<span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.<span></span></span></span></p><a name='more'></a><p></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Ces crimes doivent inlassablement être rappelés pour
de multiples raisons: premièrement, pour ne pas tomber dans l'oubli;
deuxièmement, pour constituer des dossiers de crimes de guerre et de crimes
contre l’Humanité sur cette base; et troisièmement, pour retirer l'immunité aux
auteurs des atrocités. En outre, les faits et les facteurs qui y contribuent
doivent être étudiés de près afin d’analyser la philosophie du régime Assad, et
les objectifs politiques et symboliques de sa violence<span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span><o:p></o:p></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Le texte suivant tente en partie de s’y atteler en se
focalisant sur deux opérations criminelles spécifiques, organisées
simultanément par le régime dans le cadre de son contrôle territorial (c'est-à-dire
en dehors des zones de combats ou des zones qu’il bombarde). Ces deux crimes
incarnent et illustrent la relation que le régime entretient avec ses
"citoyens": la confiscation et la profanation d'une part, et la
détention de dizaines de milliers de personnes - le meurtre de milliers d'entre
elles sous la torture et la disparition de leurs cadavres - d'autre part<span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><b><span style="font-family: inherit; font-size: large;">Sur le <i>ta'afish</i> (confiscation et profanation)
et sa symbolique</span></b></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Le pillage de maisons et de biens privés n'est pas
seulement lié au comportement isolé des soldats et des <i>shabihas</i> [milices
ou gangs alliés au régime] dans les zones assiégées ou bombardées. Cette
entreprise méthodique de vandalisme et de saccage obéit à une soif de vengeance
et un désir d’humiliation de l'ennemi mais pas seulement. La question du <i>ta'afish</i>,
comme les Syriens l'appellent familièrement, transcende ces comportements ou
les "initiatives de terrain" et le chaos qui accompagnent la guerre<span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span><span dir="LTR"></span><span dir="LTR"></span><span lang="AR-SA"><span dir="LTR"></span><span dir="LTR"></span> </span>Il s'agit d’une politique systématique du régime. Le <i>ta'afish</i>
offre un butin aux combattants qui défendent Assad et renforce leur loyauté
envers son régime. Il exhibe la vulnérabilité et la fragilité des victimes qui,
si elles survivent aux meurtres, risquent de voir leur vie publique totalement
confisquée, leurs affaires privées profanées et leurs biens personnels
expropriés et
exhibés.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">En lâchant les soldats et les <i>shabihas</i> sur les
survivants et sur ce qui a survécu à la destruction de leurs maisons, bureaux
et ateliers, le régime rappelle aux Syriens qu'ils sont des êtres sans droits,
dépouillés de leur présent et dont l'avenir dépend de son bon vouloir. Il garde
toujours le dernier mot sur les questions de vie et de mort, réduisant des vies
en cendres et confisquant sans peine les souvenirs d’un passé intime. Cela
inclut les salons, les bibliothèques, les bureaux, les ordinateurs, les
chambres à coucher, les tapis, les bibelots et tous les effets personnels, qui en
un clin d'œil, deviennent la propriété des voleurs. Ces derniers en écoulent
une partie sur des marchés labellisés sous des noms sectaires ("marchés
des sunnites"), afin que les acheteurs connaissent l’origine de leurs
acquisitions. Ce faisant, les pilleurs privent non seulement leurs victimes de
leur vie passée, mais ils aggravent également la peur et la haine confessionnelle.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Le régime cherche ainsi à transformer les populations
qu'il gouverne en deux factions principales: les pilleurs impunis tant qu’ils
lui sont fidèles et les pillés. Entre ces deux groupes se trouve le reste: des
gens consternés, humiliés et silencieux, ou complices et jubilants.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><b><span style="font-family: inherit; font-size: large;">Meurtres dans les centres de détention et enlèvements
de cadavres</span></b></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">L'atrocité la plus sauvage, la plus hideuse, parmi les
nombreuses formes que le régime pratique, est bien sûr celle organisée dans ses
prisons, où des dizaines de milliers de personnes sont détenues et portées
disparues. C'est un mélange de brutalité médiévale et de bureaucratie moderne
qui dirige les prisons telle une machine à torturer, à tuer et à faire

<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Le premier niveau est lié à la transformation de la
"gestion" de la détention et de la torture en une bureaucratie de
routine. Selon les rapports d'Amnesty International et de Human Rights Watch,
en 2017, cette gestion a conduit à une industrie de l'extermination, avec au
moins 30 000 détenus hommes et femmes assassinés par la torture, la famine, la
maladie ou l'exécution. L'objectif d'un photographe militaire qui a fait
défection sous le pseudonyme de "César" a documenté à lui seul plus
de 5 000 de ces cadavres. Ils étaient soigneusement numérotés (souvent de
manière séquentielle). Des survivants des camps de détention témoignent d’avoir
été forcés d’entasser les corps dans des camions qui les transportaient vers
des lieux inconnus<span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Le deuxième niveau est lié à la mise en place d'une
économie mafieuse, basée sur le racket des familles des détenus en échange de
promesses les concernant: promesses de libération, ou d'informations sur eux,
de restitution de leurs corps, ou de protection contre des tortures sévères,
fourniture de médicaments, ou de transfert vers des prisons "moins
difficiles" ou "moins surpeuplées". Des militaires, des avocats,
des juges et des intermédiaires ont tous bénéficié de l'appareil du régime. Ils
font des promesses qui ne sont la plupart du temps pas tenues et fournissent
des informations qui sont le plus souvent fausses. Ils s'emparent ainsi de ce
qui reste des biens et des espoirs des proches des disparus.</span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Le troisième niveau est basé sur la propagation de la
peur, de l'inquiétude, d'une culture de la rumeur et du doute<b> </b>qui impacte
non seulement les familles des détenus, mais aussi tous ceux qui les entourent
ou sont en contact avec eux. Pour ce faire, toute information sur le sort des
disparus est plus proche de la rumeur que de la réalité. L'on s'abstient de
livrer les corps de ceux qui sont censés avoir péri, puis de fournir des
certificats de décès ou au moins des dates à classer dans les boîtes des
registres officiels. Cela maintient de larges pans de la société dans un état
constant d'alerte, de paralysie et d'anticipation, comme s'ils étaient des
otages attendant une issue.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Le rapt des corps n’est pas tant voué à dissimuler les
effets des crimes assadiens que d’intensifier l’état de terreur et
d’incertitude sur les proches. La menace de la perte plane quotidiennement au-dessus
de la tête des familles des victimes et de leurs réseaux sociaux telle une épée
de Damoclès, même si parfois le pire s'est en fait déjà produit. Certains
vivent dans la crainte permanente du sort réservé à leurs proches disparus.
Pour d'autres, l'absence de corps les empêche de faire leur deuil et suspend
leur vie, transformant chaque jour en une attente tourmentée et sans fin. Pas
d'affirmation de la vie, pas de confirmation de la mort, pas de dates fixées
tant que les personnes concernées disparaissent sans laisser de trace. Aucune
possibilité d'identifier les lieux de détention ou de sépulture. Les disparus
deviennent des fantômes errants, et les conversations à leur sujet hypothétiques
et douloureuses<span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><b><span style="font-family: inherit; font-size: large;">Vivre parmi les fantômes</span></b></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Le régime Assad tue des Syriens et des Palestiniens
résidant en Syrie et dissimule un grand nombre de personnes assassinées. Il
torture, viole et affame pour graver la douleur, la faim et la dégradation dans
la mémoire des survivants. Les proches des disparus restent suspendus à jamais
entre l'espoir et le désespoir, ils sont les proies vulnérables des promesses
des mafieux affiliés au régime, à la recherche des corps engloutis, comme le
sont par les pilleurs, les biens des victimes, leurs photos, leur passé et leur
présent<span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">Le régime tyrannise donc aussi bien les vivants que
les morts. Tout se passe comme si cette industrie génocidaire ne se contente
pas seulement de tuer, mais cherche aussi à transformer ses victimes en
fantômes. Car il n'y a pas de victime sans dépouille. Il n'y a pas de mort sans
tombe. Il n'y a que des fantômes qui rappellent chaque jour aux survivants le
sort qui peut leur être réservé et aux tueurs cette même éventualité si leur
machine à tuer venait à vaciller et que le régime s'effondrait<span dir="RTL"></span><span dir="RTL"></span><span dir="RTL" lang="AR-SA"><span dir="RTL"></span><span dir="RTL"></span>.</span></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">La Syrie d'Assad est en ce sens une Syrie de fantômes,
une Syrie de terreur, de rumeurs, d’avilissement et d'attente angoissante. Il
ne s'agit plus d'une question locale ou régionale, ni d'un champ de bataille
pour les acteurs internationaux établis ou émergents. <o:p></o:p></span></p>
<p class="MsoNormal" style="direction: ltr; text-align: left; unicode-bidi: embed;"><span style="font-family: inherit; font-size: large;">La question syrienne adresse une question
existentielle universelle, qui doit être appréhendée comme un défi pour l'Humanité
